Combined Triennial and State Management Plan Review
Ashton
Associates, Inc is working with the Maine Department of
Transportation to review all Section 5311, 5310, 5307
Grants for the FTA Triennial Review, assist staff in updating
procedures and reporting requirements where necessary,
create electronic forms and documents for tracking and
monitoring where necessary, and develop a process for
sub-recipient National Data Base reporting.

FY 2002 State Management and Triennial Review Final
Report
for details and deficiencies
to be corrected
Create
outline and summary overview of Grant Requirements to
use for developing a format for documentation, similar
to JARC Compliance Review

Research the 5 areas the Triennial Review identified
as deficient: identify what the norm is, and determine
what type of procedural documentation is considered
complete and satisfactory
-
Locate
examples of FTA sub-recipient models for a National
Data Base, draft examples and assist in setting up common
procedures for sub-recipients
-
Catalogue material by Type of Grant, Fiscal year and
Required Documentation
-
Collect
and review existing data (5311, 5310 and 5307) from
sub-recipient submittals and reports including state
annual reports, for FY 03-04 and FY 04-05 in preparation
for next Triennial review

Review each grant and respective sub-recipient and determine
deficiencies
-
Develop a matrix of gaps in reporting process and or
documents
-
Make on-site visits to Maine DOT sub- recipients to
assess local concerns and process of reporting, focusing
on 5 areas of deficiency

Document MDOT 5311, 531, and 5307 Processes and Reporting:

Study to Identify Opportunities for Transit Services
The
Mid-Coast Collaborative for Access to Transportation is
committed to ensuring that the needs and wishes of all
citizens; including persons who have disabilities, long
term illness, seniors, and others who lack the resources
to own and operate an automobile; are taken into account
when transportation systems planning or development occurs
in the Greater Brunswick Topsham area.
Ashton
Associates, Inc is working with the Maine Department of
Transportation and the Mid-Coast Collaborative for Access
to Transportation to evaluate:

The
feasibility of limited fixed/flex route service in the
area.

The
coordination of volunteer transportation.

Opportunities for sharing resources among existing transportation
providers.
Partners: Town of Brunswick, Town of Topsham, Coastal Trans,
Tedford Shelter, Bowdoin College, United Way of Mid-Coast
Maine, Mid-Coast Hospital, Brunswick Housing Agency, 55
Plus Center, Sweetser, Sexual Assault Services of Mid-Coast

problems and eliminating transportation as a barrier to
employment for transitioning welfare recipients.
